Question : Land Reforms

(a) whether the Government has formulated a model land leasing law to facilitate process of land reforms across the country and if so, the details thereof;
(b) the action taken by the Government to facilitate transfer of leased land directly from tenant in various States for development projects;
(c) whether meeting of Chief Ministers would be convened for helping States in land acquisition for various infrastructure projects; and
(d) if so, the details thereof and if not, the reasons therefor along with the other measures proposed in this regard?

(a): A draft Model Act on Agricultural Land Leasing was prepared by NITI Aayog to facilitate the States for enactment of their own land leasing laws. It was made public by NITI Aayog on April 12, 2016.
(b): As per Entry 42 of List III of the Seventh Schedule to the Constitution, “Acquisition and requisitioning of property” is in the Concurrent List. Land is acquired under various Central / State enactments. Details of land acquired in the various States is not centrally maintained in Department of Land Resources.
(c) & (d): No such proposal is under consideration at present in Department of Land Resources.
