Question : Repairing of Water Supply Pipelines

(a) whether it is difficult to provide safe potable water at places where the borepumps and handpumps are not running and water supply pipelines need to be repaired in the country including the States of Maharashtra and Rajasthan;
(b) if so, the number of borepumps and the number of water supply pipelines not working for want of repairs in the country including Maharashtra and Rajasthan;
(c) the amount allocated and expenditure incurred for the repairs of borepumps, handpumps and the pipelines;
(d) whether the Government proposes to introduce rural level training programme for the repairs of borepumps, handpumps and water supply pipelines;
(e) if so, the details thereof and whether budget has been allocated by the Government for conducting such training programme; and
(f) if so, the details thereof, Statewise?

(a) and (b) Water is a State Subject and the primary responsibility to provide water supply in all rural areas rests with the State Governments. The State Governments, in general, make alternate arrangements like provision of water-supply through tankers and other means when it is difficult to provide safe potable water through existing infrastructure. The data regarding functionality of the infrastructure is not maintained in Department of Drinking Water and Sanitation, Ministry of Jal Shakti.

(c) Under National Rural Drinking Water Programme (NRDWP), this Ministry supplements the efforts of the States by providing technical and financial assistance for improving the coverage of drinking water supply in rural areas. As per the extant NRDWP guidelines, the operation and maintenance of water supply infrastructure is the responsibility of the State Governments.

(d) to (f) Upto 5% of the NRDWP funds under the coverage component can be utilized for support activities such as training and capacity building. Details of funds released to the States for the coverage component for the year 2018-19 is at Annexure.
