Question : Training Programme for Members of Local Bodies

(a) whether the Ministry of Panchayati Raj conducts training programmes for the elected members of the Gram Panchayat, Panchayat Samitis and Zila Parishads;

(b) if so, the names of the organisations shortlisted to conduct such training programmes;

(c) if not, whether the Ministry would be considering corporate culture training programmes for the elected members of Local Self Governments; and

(d) if so, the details thereof?

(a) & (b) Under the restructured Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) being implemented from 2018-19, the Ministry has been providing financial support to States/Union Territories for various activities relating to strengthening of Panchayats including Capacity Building and Training (CB&T) of Elected Representatives (ERs), functionaries and other stakeholders of Panchayats. The scheme provides for conduct of trainings by States/ Union Territories through their State designated Institutions, viz. State Institutes of Rural Development (SIRDs)/ Panchayati Raj Training Institutions (PRTIs).
(c) & (d) Under the Central component of the scheme of RGSA, there is programmatic focus for collaboration with Academic Institutions/National Institutions working in the area of capacity building/ Institutions of Excellence/ National Institute of Rural Development & Panchayati Raj (NIRD&PR), Hyderabad for preparation of quality training materials including e-modules, open online courses, mobile apps, printed materials, short films on best practices and leveraging social media tools for greater outreach etc. Priority has been accorded for use of technology for distance education to expand outreach and coverage of CB&T programmes.
