STATEMENT AS REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO.617 FOR REPLY ON 08.05.2015
(a): Yes Madam. Central Board of Film Certification (CBFC) propose to make the certification process fully online. Presently CBFC is adopting partial online certification process. CBFC implements a Plan component under a 12th Plan Scheme with a view to upgrade/modernize its infrastructure as well as making certification process online. On completion of the Scheme, the complete end to end process from application to issue of certificate will be online. Online Certification process would ensure a user friendly as well as transparent at- mosphere. Online process would also ensure effe- ctive monitoring and timely delivery of services.
(b) & (c): CBFC certifies films for Public Exhi- bition and Advertisements for screening in cinema in accordance with Cinematograph Act,1952, Cinema- tograph(Certification)Rules,1983 and guidelines issued thereunder. Guidelines issued under Section 5 B of the Cinematograph Act lays down the following for certification of films by CBFC among other things:-
(i) Scenes which have the effect of justifying or glorifying drinking are not shown.
(ii) Scenes tending to encourage, justify or glamorize consumption of tobacco or smoking are not shown.
(iii) Scenes tending to encourage, justify or glamorize drug addiction are not shown.
(d): No Madam.
(e): Periodical interactions with representatives of Film Industry are held at different levels from time to time.
