(a) whether there is any proposal for construction of a By- Pass on National Highway-52 at Mangaldoi Town of District Darrang, Assam;
(b) if so, the details thereof and the time by which the work is likely to be started; and

(c): Presently the emphasis is on improving the riding quality of existing National Highways. Construction of bypasses has relatively low priority.
