MINISTER OF MINORITY AFFAIRS (DR. NAJMA A. HEPTULLA)
(a) to (c): Funds are not allotted community wise but projects under scholarships/other schemes are sanctioned based on eligibility and recommendations by State Governments.
The welfare schemes for the six notified minorities implemented by the Government in Jammu & Kashmir with their allocation and funds released are as below:
1. Scholarship Schemes:
i) Pre-Matric Scholarship: Under this Scheme, scholarships are awarded to minority students up to class X, who have secured not less than 50% marks in the previous final examination and the annual income of their parents/ guardian from all sources does not exceed Rs. 1.00 lakh. 30% of the scholarships are earmarked for girl students.
ii) Post-matric Scholarship Scheme:- Under this Scheme, scholarships are awarded to minority students from class XI onwards who have secured not less than 50% marks or equivalent grade in the previous final examination and the annual income of whose parents/ guardian from all sources does not exceed Rs.2.00 lakh. 30% of the scholarships are earmarked for girl students.
iii) Maulana Azad National Fellowship for Minority Students: - The objective of the Fellowship is to provide integrated five year fellowships in the form of financial assistance to minority students to pursue higher studies such as M.Phil and Ph.D. The Fellowship covers all Universities/Institutions recognized by the University Grants Commission (UGC). 30% of the Scholarships are earmarked for the girl students.
iv) Merit-cum Means based Scholarship: - The Merit-cum means based Scholarship Scheme provides financial assistance to the poor and meritorious minority students pursuing professional studies at graduate and post-graduate levels. 30% of the scholarships are earmarked for girl students.
v) Free Coaching and Allied Scheme: - Under this scheme, candidates belonging to the minority community are provided financial assistance for coaching in Government and the private sector institutes for imparting coaching/training for Competitive Exams, Information Technology and other employment oriented courses. 30% of the scholarships are earmarked for girl students.
Under the scholarship schemes at (i) to iv) above, funds are not allotted State/UT wise, community wise and State Region wise. Only tentative physical targets are allocated according to the Pro-rata Minority population in the particular State/UT as per 2001 census. Funds are transferred in the Bank accounts of the beneficiaries directly under the schemes (ii) to (iv). While under the scheme at (v) above, funds are released to the Coaching Institute selected for imparting coaching. MANF is implemented through UGC and funds are released to UGC.
Funds released to States/UTs including the State of Jammu and Kashmir under various Scholarship Schemes and Free Coaching and Allied Scheme are furnished at Annexure.
2. Multi-sectoral Development Programme (MsDP):
This is an area development scheme which aims to improve the quality of life of the people and reduce imbalances in the Minority Concentration Districts (MCDs). Identified development deficits are addressed through a district specific plan with provision of infrastructure creation for schools, sanitation, pucca housing, drinking water and electricity supply, besides beneficiary oriented schemes. Till the 11th Five Year Plan, the focus of this programme was on rural and semi-rural areas of the identified Minority Concentration Districts. The scheme has been restructured for implementation during 12th Five Year Plan. Block/Town/ Cluster has been made the unit of planning in place of district. Under this scheme, funds are allocated for the whole Five Year Plan Period. During 11th Five Year Plan period, Leh District of Jammu & Kashmir was identified for implementation of MsDP, with allocation of Rs.1500 lakh and amount of Rs.1349.61 lakhs was released.. During the 12th Five Year Plan, 6 Minority Concentration Blocks (MCB) of Leh district and 1 MCB of Rajauri District have been identified for implementation of MsDP The total tentative allocation for the State of Jammu & Kashmir during 12th Five Year Plan (including 2012-13 where programme was implemented with district as unit) is Rs. 2,300 lakh. Out of this amount for the 12th Five Year Plan, projects costing Rs. 646.72 lakh have been approved and amount of Rs. 323.26 lakh has been released for implementation of MsDP. Under MsDP, assets are created for the welfare of minority communities as whole. No separate allocation for different minority communities is made.
3. National Minority Development & Finanace Corporation (NMDFC):
NMDFC, a Central Public Sector Enterprise of Ministry of Minority Affairs provides concessional loans for self employment activities to beneficiaries of notified minorities through State channelizing Agencies nominated by respective States/UTs. The programme is being implemented through its following State Channelising Agencies (SCAs) in the State of Jammu and Kashmir;
A. JK SC/ST and BC Dev. Corporation. B. JK Women’s Dev. Corporation. C. J&K Entrepreneurship Development Institute.
Total funds allocated to these SCAs for disbursement under Term Loan and Micro Financing scheme during the last three years and the current year is given below;

4. “Nai Roshni”: For empowerment of women, this Ministry implements a scheme of “Nai Roshni” for Leadership Development of Minority Women since 2012-13. The scheme aims to empower and instill confidence among minority women by providing knowledge, tools and techniques for interacting with Government systems, banks and other institution at all levels. The scheme is implemented through NGOs. The year wise funds released to the NGOs of Jammu and Kashmir for implementation of programme are as follows:

5. “Seekho aur Kamao (Learn and Earn)”: This Ministry has launched a new scheme for skill development of Minorities during 2013-14. The scheme is implemented through Private Project Implementing Agencies (PIAs). The Ministry has released an amount of Rs. 67.20 Lakh to two
(2) PIAs for training of 700 minority youths in the state of Jammu and Kashmir during 2013-14.
6. Computerisation of State Wakf Boards (SWBs): The objective of the scheme is to streamline record keeping, digitization for preservation of records, tracking of legal cases and to computerize the various functions / processes of the SWBs. Under the scheme, funds are released to the SWBs and not to State Government or to any minority community.An amount of Rs.21.96 lakhs was allocated and released under the Scheme to the State Wakf Board of Jammu and Kashmir in January 2011.
