(a) to (c): The Government has approved a new skill development scheme titled Samarth-Scheme for Capacity Building in Textile Sector covering the entire value chain of the textile sector, excluding Spinning & Weaving in the organized sector, for a period of three years from 2017-18 to 2019-20 with an outlay of Rs.1300 crore. The Scheme targets to train 10.00 lakh persons (9 lakhs in organised sector & 1 lakh in traditional sector) over a period of 3 years. The aims and objectives of the scheme are as given below-
i. To provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors.
ii. To promote skilling and skill up-gradation in the traditional sectors through respective sectoral Divisions/organizations of the Ministry of Textiles.
iii. To provide livelihood either by wage or self-employment to all sections of the society across the country through imparting skills in the identified job roles in textiles.
Further, there shall be 70% placement of the successful trainees under the scheme. For the courses in the organised sector, all 70% should be in wage employment. However, in case of traditional sector (Handloom, Handicraft, Silk & Jute), atleast 50% should be in wage employment with balance in self-employment, in-line with the Common Norms prescribed by Ministry of Skill Development & Entrepreneurship.
