Question : Blast at Power Plant

(a) whether there was a huge blast in the 2nd Boiler of Captive Power Plant put up by M/s BHEL for BCP at a cost of about Rs. 800 crore;
(b) if so, the details thereof and the reasons therefor; and
(c) the time likely to be taken to make the equipment operative again?

(a) & (b) : Madam, an accidental blast had occurred on 1st March 2015 at around 22:18 hours in one of the 80 TPH natural gas fired Industrial boiler which was part of BHEL’s supply for the Combined Cycle Power Plant at Lepetkata, Assam of Brahmaputra Cracker and Polymer Limited (BCPL). The total value of the Engineering, Procurement & Construction (EPC) order placed on Bharat Heavy Electricals Limited (BHEL) was Rs. 843 Crore excluding taxes & duties. Accidental accumulation of the fuel gas inside the boiler furnace had led to the incident which resulted in partial damage of certain boiler equipment/ parts such as economiser tubes, ducts, furnace walls, insulation etc.

(c) : The currently estimated duration for carrying out the restoration work is around 12 months from the date of placement of separate repair order by BCPL as per a preliminary assessment of the damage carried out by BHEL.
