(a) whether the Government has decided to increase the income of farmers in the country;
(b) if so, the details thereof;
(c) whether there is a need to promote animal husbandry, particularly rearing milk animals for increasing farming income;
(d) if so, whether the Government has formulated a plan to construct fodder houses to provide fodder for milk animals, particularly for cows and buffaloes at national level; and
(e) if so, the details of the scheme?

(a) to (c) In order to complement and supplement the efforts of the States/UTs for promotion of dairy and animal husbandry sectors thereby increasing the income of farmers, the Government is implementing various schemes to enhance production and productivity of bovines & small ruminants (sheep & goat), Piggery & Poultry namely:
I. Rashtriya Gokul Mission,
II. National Programme for Dairy Development,
III. National Dairy Plan-I,
IV. Dairy Entrepreneurship Development Scheme
V. Dairy Processing and Infrastructure Development Fund,
VI. Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities
VII. National Livestock Mission,
VIII. Livestock Health and Disease Control

(d) & (e) The Government is implementing a Sub Mission on Feed and Fodder Development under a Centrally Sponsored Scheme “National Livestock Mission” since 2014-15, under which financial assistance is provided to the Animal Husbandry Departments of the States/UTs for feed and fodder development under the following components :
a) Fodder Production from Non-forest wasteland/rangeland/grassland/non-arable land
b) Fodder production from Forest land
c) Fodder Seed Procurement/ Production & Distribution
d) Introduction of Hand Driven Chaff-Cutter
e) Introduction of Power Driven Chaff-Cutter
f) Distribution of low capacity, tractor mountable Fodder Block Making units, hay baling machines/reapers/forage harvesters
g) Establishment of silage making Units
h) Establishment of by-pass protein production units
i) Establishment of Area Specific Mineral Mixture / Feed Pelleting/ Feed Manufacturing Unit.
j) Establishment/modernization of Feed Testing Laboratories
