Question : Theft-Burglary in Government Residential Complexes

(a) the details of crimes like theft, burglary, etc. reported by the residents of Central Government Residential Complexes to Delhi Police during each of the last three years;

(b) whether the concerned Residents Welfare Associations (RWAs) are empowered to control the access to the gates of these Government residential complexes and manage them as per instructions of the Department of Personnel and Training (DoPT);

(c) if so, the details thereof and if not, the Government agency responsible to ensure safety and security of these complexes in New Delhi;

(d) whether regular periodic meetings are being conducted by the Delhi Police with the concerned RWAs and Area Welfare Officers to address their security concerns; and

(e) if so, the details of such meetings held during the said period, area-wise along with the steps taken so far for implementing the decisions taken in the meetings?

(a) : Details of theft and burglary cases reported by the residents of Central Government Residential Complexes to Delhi Police during the last three years and the current year (upto 15.02.2020) are as under:

(b) and (c): The Department of Personnel & Training and Delhi Police have issued guidelines to all Residents Welfare Associations (RWAs) in Government colonies regarding access control to the premises. The RWAs deploy private security guards to ensure security of the premises and overarching security is provided by the Delhi Police.

(d) and (e): As reported by Delhi Police, the details of District-wise regular periodic meetings conducted by Delhi Police with the concerned RWAs and Area Welfare officers during the last three years and the current year (upto 15.02.2020) to address security concerns are at Annexure.
