Question : Slum Dwellers

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:

(a) whether the Government has been able to enforce Pradhan Mantri Awas Yojana (PMAY) on all existing slums, notified or non-notified (including recognised and identified) and if so, the State-wise progress thereof;

(b) the State-wise number of slum dwellers who are benefitting under this scheme and the State-wise number of slum dwellers who are yet to be brought under its ambit;

(c) the details of the budgetary allocation, funds released and utilised under the slum development scheme during each of the last three years and the current year; and

(d) the mechanism in place to monitor the progress of these schemes and to check the misutilisation of funds?

(a)& (b): The Pradhan Mantri Awas Yojana (Urban) Mission, launched on 25.06.2015, aims to provide assistance to States/UTs in addressing the housing requirement of the slum dwellers and urban poor. ‘In-situ’ Slum Redevelopment is an important component under PMAY (Urban) mission under which State/UT Government using land as a resource may take up Slum redevelopment projects for providing houses to eligible slum dwellers. Slum rehabilitation grant of Rs.1.0 lakh per house, on an average, is admissible for all houses built in all such projects.

Under PMAY (Urban) Mission, States/UTs have been delegated the power to appraise and approve project proposals and have to approach the Ministry only for release of Central assistance for projects approved at the State level. It is, therefore, upto State/UT Government to identify parcels of land that are under slums and which are fit for being taken up under the slum rehabilitation component of the PMAY (Urban) mission.
State-wise details of houses constructed under the ISSR component of PMAY (U) mission is at Annexure-I.
(c): Details of funds released and construction of houses completed during each of the last three years and current year under Jawaharlal Nehru National Urban Renewal Mission (JnNURM), Rajiv Awas Yojana (RAY), and ISSR component of Pradhan Mantri Awas Yojana (PMAY), is at Annexure-II.

(d): A Central Sanctioning and Monitoring Committee (CSMC) constituted as per the PMAY (U) scheme guidelines which meets regularly under the Chairpersonship of Secretary (HUPA) inter-alia, reviews the implementation of the schemes.

Ministry is also regularly monitoring progress through periodic review meetings / video-conferencing at National / Regional / State / City level with the concerned State Government officials and field visits.
