Question : PROBLEMS IN PROMOTION OF SSIS



(a) whether the Government have identified the bottlenecks which are the main stumbling block in the promotion of small scale industries in the country;

(b) if so, the details thereof;

(c) the steps taken/being taken to rectify these bottlenecks;

(d) whether any legislation is proposed to be brought out for the purpose; and

(e) if so, the details thereof?

(a) to (c): Government continues to lay emphasis on meeting the concerns of the small scale industries (SSI) sector, which primarily relate to the impact of globalisation, availability of credit, labour laws & weak infrastructure support. In order to strengthen the sector and enhance its competitiveness, both domestically and globally, Government have announced a Comprehensive Policy Package which inter alia, includes easier access to credit, marketing support, availability of collateral free composite loan upto Rs.25 lakhs, capital subsidy for technology upgradation, improved infrastructure and streamlining inspections.


(d) & (e): Government have received the draft of a Small Enterprises Development Bill,2002 from Administrative Staff College of India (ASCI), Hyderabad. The draft seeks to address concerns of the small scale industries (SSI) sector related to credit, marketing, trade protection labour related inspections etc. The draft bill as attempted by ASCI, Hyderabad has been presented in the 47th meeting of SSI Board held on 4th July,2002 for feed back from SSI Board Members including State/UT Governments.
