Question : Road Accident

(a) whether a large number of people die or are injured every hour in India due to road accidents;

(b) if so, the details thereof and the number of fatalities due to road accidents during the last three years and the major causes thereof, State/UT wise;

(c) whether the Government has any proposal to constitute Road Safety Committees in every district in the country to look into all the aspects of road Safety and to reduce fatalities;

(d) if so, the details thereof along with the functions of the Committees and the time by which they are likely to be submit their reports; and

(e) the steps taken by the Government to reduce the road accidents across the country?

(a) & (b) As per publication “Road Accidents in India 2016” published by Transport Research Wing of Ministry of Road Transport & Highways, the average number of persons killed and persons injured every hour due to road accidents during last three years in the country is as under:-

The total no. of persons killed in road accidents, State –wise, for the last three years i.e. calendar year 2014 to 2016 is annexed.

Any road accident is multi-causal. Ideally, the factor responsible should be established through objective assessment of the circumstances under which the road accident occurred. Based on the extent data reporting system, drivers fault is single most important factor responsible for road accident (84%) killings, (80.3%) injuries (83.9%) on all roads in the country 2016.

(c) & (d) Ministry of Road Transport & Highways has already constituted a District Road Safety Committee in each district of the country to promote awareness amongst road users under the chairmanship of Hon’ble Member of Parliament (Lok Sabha) from the district. If the district has more than one Member of Parliament (M.P.), then the senior most M.P. would be the chairman of the Committee. The Hon’ble Member of Parliament (Rajya Sabha) residing the district, shall be special invitee. The members of the Committee are: District Collector, Superintendent of Police, Chief Executive Officer, Zila Parishad, Mayor / Chairman of Municipal Corporation of Development Authority, all members of Legislative Assembly of district, all sub-divisional magistrates of districts, etc.

(e) The Ministry of Road Transport and Highways has taken a number of steps to prevent such road accidents as per details mentioned under:

i. The Government has approved a National Road Safety Policy. This Policy outlines various policy measures such as promoting awareness, establishing road safety information data base, encouraging safer road infrastructure including application of intelligent transport, enforcement of safety laws etc.
ii. The Government has constituted the National Road Safety Council as the apex body to take policy decisions in matters of road safety.
iii. The Ministry has requested all States/UTs for setting up of State Road Safety Council and District Road Safety Committees, and to hold their meetings regularly.
iv. The Ministry has constituted Group of Ministers of State Transport Minister to examine the best practices of Transport and suggest issues to improve road safety.
v. Based on the recommendation of Group of Minister, the Ministry introduced Motor Vehicle (Amendment) Bill 2017 covering entire gamut of road safety.
vi. The Ministry has formulated a multi-pronged strategy to address the issue of road safety based on 4 ‘E’s viz. Education, Engineering (both of roads and vehicles), Enforcement and Emergency Care.
vii. Road safety has been made an integral part of road design at planning stage.
viii. Road Safety Audit of selected stretches of National Highways has been taken up.
ix. High priority has been accorded to identification and rectification of black spots (accident prone spots) on national highways.
x. The threshold for four laning of national highway has been reduced from 15,000 Passenger Car Units (PCUs) to 10,000 PCUs. About 52,000 Km of stretches of State Highways has been identified for conversion to national highways.
xi. Setting up of model driving training institutes in States and refresher training to drivers of Heavy Motor Vehicle in the unorganized sector.
xii. Advocacy/Publicity campaign on road safety through the electronic and print media.
xiii. Tightening of safety standards for vehicles like Seat Belts, anti-lock braking system etc.
