Question : Sex Offenders Registry

(a) whether the Government proposes to establish a sex offenders registry in the country;

(b) if so, whether the draft guidelines on the proposal to set up such registry has been prepared and inter-ministry consultations as well as consultations with the State Governments and the public were held;

(c) if so, the consensus arrived at and decision taken in this regard;

(d) whether the Government has received any proposal from the National Crime Records Bureau regarding the modalities to be adopted; and

(e) if so, the details thereof?

(a) to (c): Draft guidelines on the proposal to set up Sex Offenders Registry in India are under preparation in consultation with relevant Ministries/organizations, before they are put out for wider consultation with the State Governments and the public. The initial consultation draft includes the registration of individuals convicted for offences like rape, voyeurism, stalking and aggravated sexual assault and includes possibility of registration of offenders below and above 18 years.

(d) & (e): National Crime Records Bureau (NCRB) has not forwarded any proposal regarding the modalities to be adopted.
