Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether the Government has proposed to promote National Generic Document Registration System (NGDRS) with the ‘One-Nation One-Registration Software‘ for anywhere registration of deeds;

(b) if so, the details thereof;

(c) whether the Government has been implementing the Digital India Land Records Modernisation Programme (DILRMP) in the country;

(d) if so, the details of physical and financial progress made so far, State-wise including Uttar Pradesh; and

(e) the other steps being taken by the Government in this regard?

(a) & (b) In order to have a uniform process for registration for deeds/documents, the Government has developed National Generic Document Registration System (NGDRS) namely common, generic, configurable software to cater to the requirements of registration of documents and deeds in the States / UTs. This system has so far been adopted by and rolled out in 13 States /UTs namely; Punjab, Goa, Ladakh, Manipur, Mizoram, Jharkhand, Himachal Pradesh, Andaman and Nicobar, Dadra and Nagar Haveli and Daman and Diu, Maharashtra, Jammu and Kashmir, Chhattisgarh and Tripura.

(c) to (e) Digital India Land Records Modernization Programme (DILRMP), the erstwhile National Land Records Modernization Programme was launched in 2008-09 as a Centrally Sponsored Scheme and converted to a Central Sector Scheme with effect from 1st April, 2016 with 100% funding by the Centre. The Programme has got extended for a period of five years from year 2021-22 to 2025-26 with an outlay of Rs.875 crore.

Substantial progress has been made under DILRMP. The details of physical progress as per MIS and reports received from States / UTs and financial progress made including in Uttar Pradesh are attached at Annexure-I, II and III respectively.
