Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:
(a) whether the Government proposes to constitute State level technical cell and city level technical cell under Pradhan Mantri Awas Yojana (PMAY);
(b) if so, the details thereof; and
(c) the benefit likely to be accrued under the scheme?

(a) & (b): “Pradhan Mantri Awas Yojana (Urban)– Housing for All” Mission for urban area is being implemented during 2015-2022. The Government of India provides central assistance to implementing agencies through States and UTs for providing houses to all eligible families/beneficiaries.
For implementing PMAY(Urban) in States/UTs, Ministry is also providing financial assistance to the State/UT and city governments for enhancing capacity of their employees/ officers in operational areas like planning, engineering, financial planning, preparation & execution of projects, social mobilisation, monitoring etc. For this purpose, Ministry is assisting city and State/UT governments in constitution of Technical and Project Management Cell at State and city level.
Based on the proposals received from the State/UT Governments, a State Level Technical Cell (SLTC) with 5-10 professionals and City Level Technical Cells (CLTCs) with 2-4 professionals each are supported with the approval of Central Sanctioning & Monitoring Committee (CSMC). CSMC can increase the size of such cells on the requirement of State/UT.
For establishment of SLTC and CLTCs, the Central Government provides 75% (90% for North East and Special category States) of the cost as per the financial norms approved by the CSMC.
(c): The PMAY(Urban) scheme guidelines envisage that for implementing the Mission, States/UTs/City Governments will require different competencies like planning, engineering, social mobilisation, financial planning etc. The SLTCs/CLTCs are expected to provide the requisite expertise in the specialised areas relating to housing under the Mission.
