Question : Training and Welfare of Tribals

(a) whether a large number of tribals are engaged in agriculture and if so, the details thereof;

(b) whether the Government has any plan to provide them assistance and training for adopting modern technology/process of agriculture and if so, the details thereof;

(c) the details of the schemes being run for welfare and safety of tribals in the country during the last three years, State-wise including Karnataka; and

(d) whether the Government has taken any steps for providing assistance to the unemployed and underemployed tribals for gaining secondary source of income and is so, the details thereof?

Answer given by the minister

(a) Yes, Madam. As per census, 2011 the number of Scheduled Tribes working as Cultivators and Agricultural Labourers are given below :-

(b) to (d) The Ministry of Tribal Affairs is administering three schemes namely (i) Special Central Assistance to Tribal Sub-Scheme, (ii) Grants under Article 275(1) of the Constitution; and (iii) Development of Particularly Vulnerable Tribal Groups under which agricultural activities are covered. Under the Skill Development and Entrepreneurship component of these schemes, assistance is provided to the State Governments, including the State Government of Karnataka, for development of tribal people in various sectors including Agriculture, Horticulture, Animal Husbandry, Fisheries, Dairy & other Primary Sectors as well as Income Generating Schemes/activities to augment tribal household economy. A statement showing the number of beneficiaries, under this component of the schemes, during the last three years and current year is given in Annexure-I.

Besides the above, the Department of Agriculture and Cooperation (Ministry of Agriculture and Farmers Welfare) allocates funds for Tribal Sub-Plan under Sub-Mission on Agricultural Extension (SAME), the details of which are as under:
