Question : Day Care Centres

(a) the number of day care centres being run by the Government along with the funds allocated/released therefor during each of the last three years and the current year, State/UT-wise;
(b) whether the Government plans to increase the number of day care centres in the country and if so, the details thereof and if not, the reasons therefor;
(c) whether there has been any assessment of the need for more day care centres, if so, the details and the outcome thereof;
(d) whether proposals from various State Governments including from Maharashtra and Tamil Nadu are pending with the Union Government for release of funds for day care centres; and
(e) if so, the details thereof along with the reasons for such pendency, State/UT-wise and the time by which the said proposals are likely to be cleared and funds to be released by the Union Government ?

(a) : The Ministry is implementing the National Creche Scheme (NCS) for the children of working mothers which provide day care facilities to children of working mothers. The scheme is presently implemented throughout the country through the State Governments and UT Administration. Grants under the scheme are released to the State and UT Administration. The funds are further disbursed by State Governments and UT Administration to the NGOs.

State/UT-wise number of crèches under National Creech Scheme for the last three years are available in the Annual Reports of the Ministry for the respective years. The copies of these Reports are available in Library of Lok Sabha Secretariat and also available on Ministry’s website www.wcd.nic.in. Detail of State/UT-wise number of creches under NCS for current year in respect of States/UTs is at Annexure-I.

State/UT-wise funds allocated/released under NCS for the last three years are available in the Annual Reports of the Ministry for the respective years. As per information furnished by the department of Post, they have established 5 Creches for children of Government employees. Funds are released as part of the grants-in-aid from the Central Welfare Fund to the Circle Welfare Fund to support various welfare initiatives including establishment and running expenses of creches. The recurring grants-in-aid is admissible @ Rs. 2655/- per month per crèche upto August, 2016 and @ Rs. 1500/-per month per child subject to a maximum grant of Rs. 38,000/- per month for each crèche with effect from September, 2016 to till date from the Circle Welfare Fund.Department of Post have further informed that proposals for creches are considered as per requirement from Circles, from time to time.
As per information furnished by the Department of Personnel and Training (DoPT) Grih Kalyan Kendra (GKK) is a registered Society working under the aegis of Department of Personnel and Training (DoPT) runs 12 Crèches (Day Care Centres) at various locations in Delhi/NCR and outside Delhi. These Day Care Centres run as welfare measure to Central Government employees and their dependents. DoPT has issued guidelines to all Ministries/Department regarding opening of Crèches/Day Care Centres in office premises for women employees.

(b) : Increase or decrease in number of crèches is decided by the State Governments/UT Administrations on need basis and fund are released by the Ministry after verification by and recommendation of the State Governments/UT Administrations under National Creche Scheme. .
( c) : No.
