Question : PRIVATE TUITIONS



(a) whether the private tuitions/coaching has become a thriving business across the country and if so, the details thereof;

(b) whether the Right of Children to Free and Compulsory Education Act, 2009 prohibits private tuitions by the teachers; and

(c) if so, the details thereof and the steps taken by the Government to enforce the provisions of the Act, so as to stop/ban practice of private tuitions especially by teachers of the Government schools?

STATEMENT REFERRED TO IN REPLY PART (a) TO (c) OF LOK SABHA STARRED QUESTION No.152 TO BE ANSWERED ON 3RD DECEMBER, 2014 REGARDING PRIVATE TUITIONS ASKED BY SHRIMATI JYOTI DHURVE AND SHRI NARANBHAI KACHHADIYA, MPs:

(a) to (c): Section 28 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, prohibits private tuition by teachers and provides that no teacher shall engage himself or herself in private tuitions or private teaching activity. All States/ UTs have issued notifications banning private tuitions. With respect to non-implementation of the Act, the State Commission for Protection of Child Rights (SCPCR) at the State level and the Nation Commission for Protection of Child Rights (NCPCR) at the National level redress grievances while States have also notified decentralised grievance redressal systems.
