Question : Programmes for Elimination of Diseases

(a) whether the Government has implemented programmes to eliminate some diseases;
(b) if so, the details thereof along with the aims and objectives of these disease specific programmes and the targets set under each of these programmes;
(c)the details of the funds allocated for such programmes, State/UT-wise; and
(d) the roles assigned to the stakeholders namely State/UTs, local administration and the Non Governmental Organisation (NGOs) for the implementation of such programmes in the States/UTs?

(a) &(b) The programmes to eliminate various diseases namely Malaria, Lymphatic Filariasis, Kala-Azar, Tuberculosis, Leprosy have been implemented by Government of India. The programmes to eliminate first 3 diseases are implemented by NCVBDC. The aims, objectives and targets are as follows:
i. Malaria is targeted for elimination by 2030
ii. Lymphatic Filariasis is targeted for elimination by 2030
iii. Kala Azar for elimination by 2023
For Leprosy, the government is implementing the National Leprosy Eradication Programme (NLEP) with the goal of making India leprosy free. NLEP is a centrally sponsored scheme under the umbrella of National Health Mission (NHM).NLEP is aimed to bring down Prevalence Rate of leprosy to less than 1/10,000 population at district level; Grade II Disability rate per million population to Zero at district level; Grade II Disability to Zero among new cases and child leprosy cases to zero level. It also aims at generating awareness about leprosy disease.


For Tuberculosis, the Government is implementing National TB Elimination Programme (NTEP) with the goal of ending TB by 2025, five years ahead of the global targets of Sustainable Development Goals (SDGs) of 2030.

(c ) Detailed State/UT-wise budget for vector borne diseases, Leprosy and TB is given at Annexures I to III respectively.

(d) Government of India provides technical and financial support to help the States/UTs for effectively carrying out their Programme Implementation Plans (PIPs).States also make plans to engage local administration, District Collectors, Block Level Officials, Panchayat Raj Institute members, etc. in specific projects under these programmes. In many States, a few NGOs are working in this field and supplement the efforts of the Government. For example, the activities carried out by NGOs in Leprosy programme include reaction management, Ulcer care management, reconstructive surgeries, supplying of Microcellular Rubber foot wears (MCR), aids & appliances/ DPMR services to Leprosy affected persons, awareness generation, etc.
