Question : Contribution of Small and Cottage Industries

(a) the details of the Agro-based industries set up in the country including Uttar Pradesh during each of the last three years and the current year, State-wise;

(b) the contribution of small and cottage industries in the economic development of the country;

(c) whether the Government has made any assessment regarding the capacity/contribution of cottage industries in creating employment opportunities in the country; and

(d) if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF THE LOK SABHA STARRED QUESTION No. *432 FOR ANSWER ON 25.03.2021

(a): Prime Minister’s Employment Generation Programme (PMEGP) is a major credit-linked subsidy programme aimed at generating self-employment opportunities through setting up of micro-enterprises in the non-farm sector by helping traditional artisans and rural/urban unemployed youth. Under the scheme, to setup new units, beneficiaries can avail loan up to Rs. 25 lakh in the manufacturing sector and Rs. 10 lakh in the service sector, with subsidy of 15% to 35% for different categories. Since inception in 2008 till 19.03.2021, around 6.6 lakh units have been set up, generating direct employment for around 55 lakh persons.

Of these, State/UT-wise number of projects assisted in Agro based and Food processing industries during the last three years and current year (up to 19.03.2021) is given at Annexure.

Besides, under Honey Mission scheme, 14755 beneficiaries have been assisted with 10 bee boxes, live bee hives, toolkit and training, from 2017-18 to 2020-21 (up to 19.03.2021).

Ministry is also implementing ‘Scheme of Fund for Regeneration of Traditional Industries (SFURTI)’ since 2014-15, which organizes the traditional industries and artisans into clusters and make them competitive by providing support for their long term sustainability. As on 19.03.2021, 394 SFURTI clusters have been approved to benefit 2.34 lakh artisans with GoI assistance of Rs. 970.28 cr. In the last three years including current year, 60 Agro based clusters covering 39122 persons with GoI assistance of Rs. 186.96 cr have been approved.

(b): As per the information of Central Statistics Office, Ministry of Statistics & Programme Implementation, share of MSME Gross Value Added (GVA), including small and cottage (micro) sector in All India Gross Domestic Production (GDP) at constant price (2011-12) for the years 2017-18, 2018-19 and 2019-20 are 31.17%, 31.65% and 31.66% respectively.

Khadi & Village Industry, which constitutes a major component of small and cottage industry, has the following contribution in terms of turnover during the last three years and current year:

(c) & (d): During the year 2016-17 and 2020-21, Ministry of MSME through Khadi and Village Industries Commission (KVIC) had conducted evaluation studies on the implementation of the PMEGP scheme including employment generation in these units, which are primarily cottage industries. The findings of these evaluation studies show that the average employment generated per unit under PMEGP is 7-8 persons.
