abducted during 2012, 2013 and 2014 respectively. Details on cases reported, total children, male and female kidnapped or abducted, un-recovered at the beginning of the year & at the end of the year and total recovered during 2012-2014 is enclosed at Annexure-I. State/UT wise cases registered, cases charge-sheeted, cases convicted, persons arrested, persons charge-sheeted and persons convicted under kidnapping and abduction (including male, female and children) during 2012-2014 is enclosed at Annexure-II.
(c): As per Seventh Schedule of the Constitution ‘Police’ and ‘Public Order’ are the State subjects, and as such, the primary responsibility of prevention detection, registration, investigation and prosecution of crimes lies with the State Governments/ Union Territory Administrations.

These advisories enumerates several measures for preventing trafficking and trace the children, standard operating procedure to handle trafficking of children for child labour, measures to

be taken for rescue of trafficked child labourers’ and action against the traffickers/ employers and Hon’ble Supreme Court’s direction to file FIR in case of Missing Children.
