(a) whether the Government has received any irregularities in providing grants to educational
institutions in the country;
(b) if so, the details thereof; and
(c) the details of the method being adopted by the Government to ensure transparency and
efficiency in the process of proceeding grants to educational institutions?

(a): No, Madam.
(b): Does not arise.
(c): As far as method of releasing the Grants-in Aid to the educational institutions is concerned,
Ministry is committed to bring transparency and efficiency in the procedure for the releasing the
grants to the institutions. For this Ministry follows the due directions/guidelines prescribed by the
Ministry of Finance for the smooth functioning in the financial matters. Grants are released to the
institutions after following the due procedure, subject to meeting the accountability and
transparency standards. Further, a transparent and effective system Public Financial Management
System (PFMS) which is a web-based online software application developed and implemented by
the Office of Controller General of Accounts (CGA), is used to process the financial sanctions
with the objective to facilitate sound Public Financial Management System for Government of
India (GoI) by establishing an efficient fund flow system as well as a payment cum accounting
network. It provides various stakeholders with a real time, reliable and meaningful management
information system and an effective decision support system, as part of the Digital India initiative
of GoI. Now, it is mandatory for all Implementing Agencies to use Expenditure, Advance &
Transfer (EAT) module of PFMS for transactions relating to fund received from Government of
India.
