Question : DMF Fund

(a) whether the Ministry has taken any measures to increase the expenditure from the District Mineral Foundation (DMF)Trust Fund in Chhattisgarh and if so, the details thereof;
(b) the guidelines stipulated for incurring expenditure from DMF fund and the total amount spent by all districts including Raigarh and Jashpur during the last three years, work-wise;
(c) whether any committee has been constituted to sanction the action plan and review the expenditure and if so, the names of the members of the committee;
(d) whether the Government also proposes to make a provision to define the role of the Members of Parliament and invite their suggestions in this regard; and
(e) if so, the details thereof?

(a). Section 9B of MMDR Act empowers State Governments to establish District Mineral Foundation (DMF) to take up development programmes in mining affected areas. Ministry of Mines has circulated guidelines for Pradhan Mantri Khanij Kshetra Kalyan Yojna (PMKKKY) on 16.09.2015 to be implemented by the District Mineral Foundations (DMF) for taking up development and welfare projects/programs in mining affected areas.
(b) Chhattisgarh Government has framed Chhattisgarh District Mineral Foundation Trust Rules 2015, which has provision to make expenditure from DMF fund for the welfare of people and areas affected by mining activities. Further, the details of total amount spent by all districts including Raigarh and Jashpur during the last three years, district wise and sector-wise are at Annexure- I & Annexure-II.
(c) Yes Sir. As per the information provided by Govt. of Chhattisgarh, provision has been made for constitution of Governing Council of DMF in all the districts affected by mining related activities. Governing Council of DMF Trust sanctions the action plan and review the expenditure incurred from the DMF. The details of members of the DMF Committee in Chhattisgarh are at Annexure-III.
(d) & (e). All Members of Parliament are ex officio Member in the Governing Council of each district. Members of Parliament may give their valuable suggestions in the meetings of the Governing Council.
