Question : National Population Policy

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether a ‘National Policy’ to control population explosion exists in the country;

(b) if so, the details with regard to the year of its inception, short term and long term targets set and achieved under it so far and the status of allocation and utilization of funds thereunder;

(c) whether any monitoring mechanism/agency has been set up to implement the said National Policy and if so, the details of the achievements of such a mechanism;

(d) the extent to which the Government has been successful in controlling the population through execution of the said policy; and

(e) the concrete efforts being made by the Government to check increasing population other than usual family planning services/programmes?

(a) to (d): The Government of India formulated the National Population Policy in the year 2000 (NPP-2000), and the National Health Policy (NHP) in the year 2017.
The NPP 2000 aimed to achieve the immediate objective of addressing the unmet need for family planning, mid-term objective of attaining TFR 2.1 by 2010, and long term objective of population stabilization by 2045.
The NHP 2017 aims to reduce the Total Fertility Rate (TFR) to 2.1 at national and sub-national level by 2025.

Status of allocation and utilization of funds for family planning activities in 2018-19 is as under:
• Allocation- Rs. 312085.66 lakh
• Utilization- Rs. 226017.61 lakh

The National Family Planning Programme of the Ministry of Health and Family Welfare is guided by the tenets of the National Policy and oversees its implementation.
To translate policy recommendations into ground realities, the Ministry has evolved strategies and carry out a plan of action required to meet different objectives of the National Health Policy.
Monitoring programme implementation and quality is being done regularly through quarterly review meetings, intensive supportive supervision, Health Management Information System (HMIS) reporting and Annual Common Review Mission.
Population based health surveys are also being done periodically for assessment of the outcome.
Achievements:
• The Total Fertility Rate (TFR) has declined from 3.2 in 2000 to 2.2 in 2017 (SRS).
• The Decadal growth rate has declined from 21.54% in 1990-2000 to 17.64% during 2001-11.

(e): The Government has launched Mission Parivar Vikas in 146 high fertility districts of seven high focus states (Uttar Pradesh, Bihar, Rajasthan, Madhya Pradesh, Chhattisgarh, Jharkhand and Assam) to focus on improving access to contraceptives through provision of family planning services, promotional schemes, awareness generation activities, commodity security, capacity building and intensive monitoring.

Moreover, the Government has launched a holistic media campaign including mass media, mid media and inter-personal communication, and the Family Planning Logistics Management and Information System (FP-LMIS) to ensure last mile availability of family planning commodities.
