Question : Vacant Posts in Colleges

(a) whether a number of teaching posts are vacant in Universities/Colleges
covered under the University Grants Commission (UGC) in the country;
(b) if so, the details thereof; and
(c) the steps taken by the Government for speedy and transparent appointment
against the vacant positions?

(a) & (b): Yes, Madam. The University Grants Commission (UGC) has informed
that the details of the vacant teaching posts in 40 Central Universities and in 14
Deemed Universities, which are granted salary and maintenance grants by the
University Grants Commission (UGC), are mentioned below.

The UGC does not provide salary and maintenance grants for regular teaching
positions in State Universities. The details of vacancy in all State Universities are
not centrally maintained.
(c): Arising of vacancies and filling them is a continuous process. The Ministry of
Human Resource Development (MHRD) and the UGC continuously monitor the
filling up of vacancies in the institutions maintained by the UGC. In the Central
Universities Vice Chancellors’ Conference, held on 4th – 5th February, 2015 and
the Visitor’s Conference, held on 4th -6th November, 2015, the Vice Chancellors
were exhorted to fill up the vacant position of teachers in a time bound manner.
The matter was further discussed in a meeting with Vice Chancellors of Central
Universities on 18th February, 2016. With the appointment of regular Vice-
Chancellors and providing of Visitor’s nominees to all Central Universities for
Selection Committees for teachers, the process of filling up of vacant teaching
posts has gathered momentum.
