Question : Chhattisgarh Model of PDS

(a) whether the Government is considering “Chhattisgarh model” as the best model of PDS for the country, if so, the details thereof;
(b) whether the Government is planning to introduce the same model in other States also;
(c) if so, the details thereof;
(d) the major achievements of PDS, State-wise; and
(e) the major limitation of PDS is it current exists?

(a) to (c) State Government of Chhattisgarh has been appreciated by the Government for computerization of Public Distribution System and use of Computerised Online Real- time Electronic (CORE) PDS. Among the various modules, online allocation of ration, supply chain computerization, ration card digitization, Fair Price Shop (FPS) automation with the help of Point of Sale devices empowering beneficiary to go to any FPS of his choice in COREPDS are some of the positive points identified by the Government. With an aim to improve the functioning of TPDS, the best practices followed by States/UTs, including those in the State of Chhattisgarh, are shared with States/UTs on a regular basis through advisories, meetings, conferences, etc. A Common Application Software (CAS) has also been got prepared through National Informatics Centre (NIC) and given to States/UTs, which incorporates the various best practices in different States /UTs.
(d) & (e): With a view to curb leakage and eradication of inclusion and exclusion errors, Government is emphasizing end to end computerization of PDS in all States/UTs. Direct Benefit Transfer(DBT) is also being implemented in UTs of Chandigarh, Puducherry & urban areas of Dadra & Nagar Haveli. State-wise achievement is at Annex.
