(a) to (c): The major challenges faced by textile industry in the country including Jammu & Kashmir include competition from international market, high cost of finance, lack of modernization in weaving and processing sectors, shortage of skilled manpower, low productivity etc.
Ministry of Textiles does not maintain information on the number of textile industries in the country earning profit, incurring loss and becoming sick. Government, has however, set up Board for Industrial & Financial Reconstruction (BIFR) under Sick Industrial Companies (Special Provisions) Act for timely detection of sick and potentially sick companies and for the speedy determination of preventive, ameliorative and remedial measures which need to be taken in respect of such companies including Textile Sector. The relief measures/concession etc. to be given to sick units/companies as revival packages are decided by BIFR. 359 Textile/Spinning mills have been registered as sick companies in BIFR during the years 1987 to 2015. Out of these, 54 Textiles/Spinning mills have turned net worth positive during the period.
In order to remove the constraints and promote the textile industry in the country, Government has taken various measures and launched various policy initiatives and schemes such as the Technology Upgradation Fund Scheme (TUFS), Schemes for the development of the Powerloom Sector, Schemes for Integrated Textile Parks (SITP), Integrated Skill Development Schemes (ISDS), Scheme for the Development of the Handloom, Handicraft and Silk Sectors, Schemes for Technical Textiles etc. covering all segments of textile including Handlooms and Handicrafts.
