Question : Cancer and Diabetes Screening Centres

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government proposes to set up cancer and diabetes screening centres in 100 districts of the country, if so, the details thereof;

(b) whether the Government has identified the districts and details of the services to be provide in these centres, if so, the details thereof along with the funds earmarked for this purpose, centre-wise; and

(c) the time by which all these centres will be fully functional?

(a) to (c) : Government of India is implementing National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) under National Health Mission (NHM) to supplement the efforts of the State Governments for the interventions up to District level. The objective of the programme includes setting up of NCD Clinics at District and Community Health Centre (CHC), Cardiac Care Units, Day Care Centres, awareness generation for behaviour and life-style changes, screening and early diagnosis of persons with high level of risk factors and their treatment and referral (if required) to higher facilities for appropriate management for Non-communicable Diseases. The programme is under implementation in all the 36 States / UTs.

There is no plan to open screening centre to detect cancer and diabetes in 100 Districts.

However, on 22nd June, 2016, Operational Guidelines have been released for implementing population level screening for diabetes, hypertension & common cancer viz. breast, cervical & oral. The States/UTs have been advised to submit supplementary Programme Implementation Plan (PIP) for implementation of the guidelines in atleast two Districts.
