Question : Review of List of Debarred Indians

(a) whether the Government has lifted travel bans imposed on a number of overseas Indians who were allegedly involved in subversive activities in the 1980s and 1990s and placed on a watch list;

(b) if so, the details thereof;

(c) whether such people whose names figure in the blacklist are barred from visiting India;

(d) if so, the details thereof;

(e) whether the Government is considering to evolve a mechanism for periodic review of all such access where the overseas Indians were barred from visiting India and if so, the details thereof; and

(f) whether the Government has received any communication from the Chief Ministers in this regard, if so, the details thereof?

(a) to (f): Names of foreign nationals and foreigners of Indian origin who are found to have violated the visa rules or indulged in undesirable and anti-India activities are placed in the adverse list after due consultations. Such persons are barred from entering into India.

Review of names of persons in the adverse list is a continuous process and is done as per an established procedure. This review is undertaken in consultation with the concerned agencies.
A communication dated 22.9.2014 was received from the Chief Minister of Punjab for review of such persons of Indian origin whose names have been included in the adverse list.
A review was undertaken by the Government and names of 211 persons figuring in the adverse list have since been deleted after following the prescribed procedure.
