Question : Facilities under PMAY

(a) whether the Government proposes to give complete packages to those households with electricity, drinking water and gas connection etc. built under Pradhan Mantri Awas Yojana (PMAY) in rural areas and if so, the details thereof;

(b) whether a meeting was convened with all the stakeholders in this regard and a detailed plan has been chalked out and if so, the details thereof;

(c) whether these facilities are to be provided at the time of handing over the house to the beneficiary; and

(d) if so, the total expenditure likely to be incurred by the Government in the implementation of the plan in the next three years?

(a) to (c): To achieve the objective of “Housing for All” by 2022, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana - Gramin (PMAY-G) w.e.f. 01.04.2016 which aims to provide a pucca house, with basic amenities, to all houseless households and those households living in kutcha and dilapidated house. The target number of houses for construction under PMAY-G is 2.95 Crore in two phases i.e. 1.00 Crore in Phase I (2016-17 to 2018-19) and 1.95 Crore in Phase II (2019-20 to 2021-22).

The minimum size of a PMAY-G house is 25 sq.mt. with a hygienic cooking space. Under the scheme, unit assistance is of Rs. 1.20 lakh in plain area and Rs.1.30 lakh in hilly states, difficult areas and IAP districts. The beneficiaries are further entitled to 90/95 persondays of unskilled labour wages from Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). For toilet construction, convergence with Swachh Bharat Mission-Gramin (SBM-G), MGNREGS or any other dedicated source of funding is to be leveraged. Convergence for drinking water, electricity connection, Liquefied Petroleum Gas (LPG) connection etc. under different Government programme is also leveraged.

(d): The sharing pattern of funds between the Central and State Government under PMAY-G is in ratio 60:40 in plain areas while in hilly states, including the UT of Jammu and Kashmir, North Eastern States the sharing pattern is 90:10 and in UTs, including the UT of Laddakh 100% assistance is provided by the Central Government. The requirement of Central share of funds for 2020-21 and 2021-22 to construct 70 lakh and 65 lakh targeted houses is Rs. 57,330 crore and Rs.53,235 crore respectively.
