Question : Development of Aviation Facilities

(a) whether the Ministry proposes to develop aviation facilities in the States of Telangana and Andhra Pradesh including the airports development, night landing facilities, development of runways etc.;

(b) if so, the details thereof; and

(c) the funds earmarked and released so far for the purpose?

(a) & (b): Ministry of Civil Aviation has granted ''in principle'' approval to the State Government of Andhra Pradesh for setting up of new Greenfield airports at three locations of Andhra Pradesh namely, Bhogapuram, Dagadarthi (Nellore) and Orvakallu (Kurnool). MoCA has also granted ''site clearance'' to the State Government of Telangana for construction of a new Greenfield airport at Kothagudem in Khamman district. In addition to above, upgradation and modernization of existing infrastructure at Brownfield airports is a continuous process which is taken up by the respective airport operator depending upon various factors such as traffic requirements, land availability, viability of the airport, available financials, clearances from various regulatory authorities, etc. Accordingly, Airports Authority of India (AAI) has undertaken several development activities at its airports in Andhra Pradesh and Telangana, details of which are at Annexure-I.

(c): As regards construction of new Greenfield airports, execution of project including finalization of project cost and financing arrangement is the sole responsibility of the respective airport promoters. Government of India does not allocate any fund for such projects. As regards airports owned by the AAI, the details of funds allocated and expenditure incurred by AAI during each of last three years and current year (upto December 2016) for Telangana and Andhra Pradesh are given at Annexure-II.
