(a): A statement showing the State-wise, year-wise number of houses constructed
under Indira Awaas Yojana in the country from January, 2008 to March, 2010 is at
Annexure-I.
(b)to(d): IAY Scheme is monitored through the Monthly Progress Reports, Utilization
Certificates, Audit Reports, Monthly and Quarterly review meetings and through field
visits by Area Officers. National Level Monitors are also appointed and deputed for
independent inquiry and monitoring of the scheme. During the period June-Sept., 2009,
National Level Monitors were deputed for independent assessment of rural development
programmes, who visited 2387 villages in 249 districts of 27 States. Major findings of
these NLMs in respect of Indira Awaas Yojana are at Annexure-II.
(e)&(f): Indira Awaas Yojana (IAY) is a very popular Scheme of the Central Government
and is being implemented in all the States very effectively, especially as IAY is a full
subsidy scheme and houses are constructed by the beneficiaries themselves. There are no
problems in the implementation of the scheme in Chattisgarh, Gujarat and Madhya
Pradesh. However, in some States, there is shortage of skilled manpower, material and
technical supervision. The State Governments have been advised to take necessary action
to address these issues. Further, the unit assistance provided for an IAY house is not
commensurate with the cost of construction. To augment funds in this regard, the
Reserve Bank of India has included IAY houses in the Differential Rate of Interest
(DRI) Scheme for lending upto Rs.20,000/- per housing unit at interest rate of 4% per
annum.
