(a) : ‘Rural Roads’ is a State subject and Pradhan Mantri Gram Sadak Yojana (PMGSY) is a one-time special intervention of the Central Government to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations in the Core Network. State-wise and year-wise details of targets fixed and the length of roads constructed under PMGSY (upto February, 2017) are at Annexure-I.
(b) : Some of the reasons reported by the States for delay in construction of rural roads are as under:
i. Inadequate capacity of the Programme Implementation Units (PIUs).
ii. Some of the construction materials, such as cement, steel, bitumen, machinery, personnel handle machinery etc. are not locally available.
iii. Lack of contracting capacity as well as non-availability of basic road making equipments such as road roller, crushing plants, dumper/dipper and trucks.
iv. Non-availability of land or the land falling under forest areas.
v. Law and order problem in some parts of the States.
(c) : State-wise and year-wise details of funds released by the Ministry under PMGSY and the expenditure reported by the States are at Annexure II.
(d) & (e) : PMGSY is regularly monitored by way of obtaining monthly, quarterly, half-yearly and yearly progress reports from the States. Issue of slow progress is also reviewed during Regional Review Meetings (RRM), Pre-empowered Committee and Empowered Committee Meetings with the States. State-wise details of eligible habitations, cleared and connected (upto February, 2017) under PMGSY are at Annexure-III. For accelerated execution of PMGSY, the Ministry of Rural Development in consultation with the Ministry of Finance and the State Governments, has formulated an Action Plan to substantially achieve the target of the Scheme by March, 2019. The fund sharing pattern of PMGSY has been made in the ratio of 60:40 between the Centre and the States for all States except for 8 North Eastern and 3 Himalayan States for which it is be 90:10.
