Question : Smaller Packs for Edible Oil

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether Food Security and Standards Authority of India (FSSAI) has proposed to direct edible oil traders to make available edible oil in smaller packs for rural India;

(b) if so, the details thereof and the reasons therefor; and

(c) the response of the Government in this regard?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE

(a) to (c): As per regulation 2.3.15 (1) of the Food Safety and Standards (Prohibition and
Restriction on Sales) Regulations, 2011, no person can sell or expose for sale, or distribute, or offer for sale, or dispatch, or deliver to any person for the purpose of sale any edible oil-

i) which does not conform to the standards of quality as provided in the Food Safety and Standards Act, 2006 (34 of 2006) and rules/regulations made thereunder; and

ii) which is not packed in a container, marked and labelled in the manner as specified in FSSAI (Food Safety and Standards Authority of India) regulations
Provided that the State Government may, in the public interest, for reasons to be recorded in writing, in specific circumstances and for a specific period by a notification in the Official Gazette, exempt any edible oil from the provisions of this Act.
Further, to reduce the sale of loose edible oil in the country, the FSSAI has advised various associations representing Edible Oil Industry to bring out small sachets/pouches of edible oil at nominal prices.
