Question : Svamitva Scheme in Assam

(a) the salient features of the SVAMITVA Scheme;

(b) the details of the funds sanctioned, allocated and utilized under this scheme so far within the State of Assam;

(a) SVAMITVA, a Central Sector Scheme being implemented with the aim to provide an integrated property validation solution by demarcation of rural abadi areas using Drone Surveying technology, with the collaborative efforts of the Ministry of Panchayati Raj, State Panchayati Raj Departments, State Revenue Departments and Survey of India. This would provide the ‘record of rights’ to village household owners possessing houses in inhabited rural areas in villages. It shall enable them to use their property as financial asset for taking loans and other financial benefits. The Scheme also envisages the establishment of a network of Continuously Operating Referencing System (CORS) stations across the country for determining accurate locations, which will have far-reaching implications.

(b) to (e) The pilot phase of the scheme is being implemented during 2020-21 in the States of Andhra Pradesh, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Uttar Pradesh, and Uttarakhand. From 2021-2025, the Scheme would be implemented across the country in phased manner and eventually would cover all the villages of the country including State of Assam.
