Question : Low Cost Urban Housing Schemes

(a) the target and actual number of dwelling units constructed under various urban housing schemes along with the expenditure incurred on these schemes/programmes, scheme-wise;

(b) whether the low-cost houses constructed under different urban housing schemes for SCs/STs and Economically Weaker Section (EWS) are lying vacant across the country and if so, the details thereof along with the reasons therefor, State-wise;

(c) the criteria fixed by the Government for allotment of low cost houses to beneficiaries under various urban housing schemes;

(d) the number of houses allotted to beneficiaries of BPL families belonging to SC/ST and EWS categories under low cost urban housing schemes in the country especially in Tamil Nadu and Maharashtra during the last three years and the current year; and

(e) the details of funds allocated and spent on maintenance and construction of residential projects approved by the Government to provide housing in urban areas of the country during the last three years and the current year?

STATEMENT


STATEMENT REFERRED IN REPLY TO LOK SABHA STARRED QUESTION NO. 67* FOR 21.07.2022 REGARDING ‘LOW COST URBAN HOUSING SCHEMES’

(a): Land and colonization are State subjects. Schemes related to housing are implemented by States/ Union Territories (UTs) through their implementing agencies. However, Ministry of Housing and Urban Affairs (MoHUA) is supplementing the efforts of States/ UTs by providing Central Assistance under Pradhan Mantri Awas Yojana-Urban (PMAY-U) since 25 June 2015 to provide pucca house with basic amenities to all eligible urban beneficiaries across the country. The details of total houses sanctioned, grounded and completed along with the expenditure incurred is at Annexure-I.

(b): The State/ UT-wise details of total houses sanctioned, grounded, completed and occupied under PMAY-U in the country including for SC/ST/Economically weaker section is at Annexure-II.

(c): The selection of beneficiaries under AHP/ISSR/BLC components is done by the States/UTs Governments through their Implementing Agencies/ Urban Local Bodies (ULBs) and selection under CLSS is done by the Central Nodal Agencies (CNAs)/ Banks/ Housing Finance Companies on the basis of eligibility criteria as under:

(i) Not owning pucca house in his/ her name or any other family member’s name, anywhere in India.

(ii) For BLC/ISSR/AHP vertical, the beneficiary must belong to Economically Weaker Section (EWS) category.

(iii) Beneficiary of Lower Income Group (LIG) and Middle Income Group (MIG) category were considered for CLSS. CLSS for MIG ended on 31.03.2021 and CLSS for EWS/LIG ended on 31.03.2022.

(d): The number of houses sanctioned for beneficiaries including BPL families belonging to SC/ST under PMAY-U in the country including in the States of Tamil Nadu and Maharashtra during each of the last three years and the current year is at Annexure-III.

(e): Under PMAY-U, Central Assistance is released to States/ UTs only for construction of residential projects/ units and maintenance of these Projects/ Units are looked after by States/ UTs/ Urban Local Bodies (ULBs)/ Individuals. Central Assistance of ?1,00,318.66 crore has been sanctioned and ?70,302.61 crore has been released for construction of residential projects/ units under PMAY-U in urban areas during the last three years and the current year.
