Question : Medical Colleges under ESIC

(a)the total number of medical colleges running under the Employees State Insurance Corporation (ESIC) in the country along with the total number of workers covered thereunder, State/UTwise;
(b)whether the ESIC Government proposes to set up new Medical Colleges/ Super Specialty Hospitals in various parts of the country and if so, the details thereof along with the locations identified for the purpose, State/UT-wise and the action taken by the Government thereon;
(c)the details of the facilities available in such medical colleges/super specialty hospitals along with the number of persons benefited therefrom during the last three years and the current year, State/UT wise
(d)whether the Government proposes to universalise healthcare facilities and medical insurance scheme under the ESIC to include all States and districts of the country and to cover more workers/sector thereunder and if so, the details thereof; and
(e)whether the Government has any proposal to include more categories of workers and put any salary cap of beneficiaries for inclusion under ESI and if so, the details thereof?

(a): Madam, there are six medical Colleges running under the Employees’ State Insurance Corporation (ESIC), at;

2) Gulbarga, Karnataka
3) KK Nagar, Chennai,Tamil Nadu
4) Sanathnagar, Hyderabad, Telangana
5) Joka, Kolkta, West Bengal
6) Faridabad, Haryana

The total no. of workers as on 31.3.2016 is 18921250. The state/UT wise detail is at Annexure.

(b): The ESIC does not propose to set up any new Medical Colleges across the country. However, a policy decision, in principle, has been taken to set up one super speciality hospital in each state, the location for which is not yet finalized.
(c): All facilities in all general specialities as mandated by Medical Council of India are available in these medical college associated hospitals. Additionally, super-speciality services are available through PPP mode and tie-up arrangements. As of now, there is only one super-speciality hospital i.e Sanath Nagar Hyderabad having facilities of Cardiology ,Dialysis , Neurology , Neuro Surgery , Urology, Pediatric Surgery, Nephrology, CT-MRI, Cath Lab.

(d) & (e): ESI Scheme is applicable on factories & establishments employing 10 or more employees within the wage ceiling. Under ESIC 2.0 reform initiative launched by the Hon''ble Prime Minister, it has been decided to extend the coverage of Scheme in phases to all States and districts of the country. The Government has decided to enhance the wage ceiling under ESI Act from existing Rs.15,000/- to Rs.21,000/- pm and an intention notification to this effect has been published in the Official Gazette on 6.10.2016. In addition, the ESIC has also launched a Scheme for providing medical benefits to certain sections of unorganized sector like auto-rickshaw drivers and domestic workers on pilot basis. A committee under the Chairpersonship of Secretary(L&E) has also been set up on providing social security to Scheme workers like Anganwadi, ASHA and Mid-day meal workers.
