(a) to (b) :The National Human Rights Commission (NHRC) receives complaints regarding human rights violation including custodial violence. As per data maintained by NHRC, no visible trends of increase in the incidents are made out on the basis of the complaints received by NHRC.
‘Police’ and ‘Public order’ are State subjects as per the Seventh Schedule of the Constitution of India. However, the Central Government supplements the efforts of the State Governments/ Union Territory administrations by issuing various advisories, from time to time and by providing them financial assistance for modernization of police forces, and through training programmes for police personnel.

The National Human Rights Commission also issues guidelines and advisories from time to time, and conducts workshops and seminars etc., whereby the Commission endeavours to sensitize public servants for better protection of human rights.
