Question : COMPACT FLORESCENT LAMPS



(a) whether the quality of Compact Florescent Lamps (CFLs) manufactured by some companies is substandard;

(b) if so, the company-wise details alongwith the action taken in this regard;

(c) whether the Government has laid down certain norms for usage of CFLs; and

(d) if so, the details thereof alongwith implications of their usages?

(a) & (b): Yes, Madam. Quality of the Compact Florescent Lamps (CFLs) manufactured by the following five manufacturers was found not to be as per the Standards laid down by BIS during the years 2008 and 2009 and their BIS Certification Marks licences to use ‘ISI’ were cancelled by Bureau of Indian standards:-

(i) Crompton Greaves Ltd. Vadodara

(ii) Permalite Electricals Pvt. Ltd. Delhi

(iii) Atlas Industries Delhi

(iv) Glitter Overseas Solan

(v) Asian Electronics Ltd. Viholi

(c) & (d): BIS has specified safety and performance requirements for self ballasted lamps used for general lighting services (commonly named as CFL) as follows:

(i) IS 15111(part 1):2002 Self ballasted lamps for general lighting services: Part 1 Safety requirements; and

(ii) IS 15111 (Part 2): 2002 Self ballasted lamps for general lighting services: Part 2 Performance requirements.

The above standards have been made mandatory under ‘The Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order, 2003 issued by Government vide Notification No. S.O. 189 (E) dated 17th February, 2003. The implication of the Order, inter alia, is that no person can by himself or through any person on his behalf manufacture or store for sale, sell or distribute any electrical, wires, cables, appliances, protection devices and accessories, which do not conform to the specified standards.
