Question : SPECIAL PROGRAMME FOR POVERTY ALLEVIATION



(a) whether there is any proposal on the part of the Union Government to workout a special programme for poverty alleviation with 100% Central assistance to provide generation of large number of mandays and employment in a crash programme and offer such a package plan to poverty stricken States like Orissa;

(b) if not, whether the Union Government propose to prepare such a plan to bail out the poor States from their economic disaster;

(c) if so, the details thereof;

(d) whether there is any proposal for setting up of Central Government industries and projects for opening of greater avenues for employment and mandays generation to address the burning unemployment problem of the State of Orissa;

(e) if so, the details therefo;

(f) whether the union Government are proposing to arrange low interest rate loans to substitute the high cost loan by the poor States by restructuring their finances; and

(g) if so, the details thereof?

(a)to(c): No, Sir. However, the Ministry of Urban Development & Poverty Alleviation has been implementing on all India basis, including in the State of Orissa, a Centrally Sponsored Urban Poverty Alleviation Programme called Swarna Jayanti Shahari Rozgar Yojana (SJSRY) w.e.f. 01.12.1997 for the benefit of urban poor. The programme is funded in the ratio of 75:25 between the Centre and the State.

(d): The Ministry of Urban Development & Poverty Alleviation has no such proposal under the SJSRY programme.

(e): Does not arise.

(f): There is no such proposal since it is not in line with the SJSRY guidelines.

(g): Does not arise.
