Question : WOMEN`S EMPOWERMENT



(a) whether the Government have any target in their plan to achieve the goal of women’s empowerment especially in social sector i.e. literacy, child care, fertility and domestic saving;

(b) if so, the amount has been allocated for the 10th Plan;

(c) the amount allotted in 9th Plan for the development of the women alongwith the achievements and expenditure incurred, State-wise;

(d) whether the status of women in India is depressing according to the Gender Development Index, India ranks 108 even below Sri Lanka, Mongolia; and

(e) if so, the enlighten the matter elaborately to realize the situation?

(a) Government has fixed the following targets in the social sector during the Tenth Plan:


(i) increase in literacy rate to 75% and reduction in gender gap in literacy by 50%;

(ii) enrolment of all children in school by 2003 and all children to complete 5 years of schooling by 2007;

(iii) reduction in infant mortality rate (IMR) to 45 per 1000 live births and in maternal mortality ratio (MMR) to 2 per 1000 live births.

National Population Policy 2000 targets to bring the total fertility rate (TFR) at the replacement level by 2010.

(b) The allocation for Tenth Five Year Plan is yet to be finally approved.

(c) A Statement is enclosed.

(d)&(e) In the Human Development Report 2002, UNDP has ranked India 105 in Gender-related Development Index (GDI). This Index is calculated on the basis of relative weightage of four indicators, namely,
(i) life expectancy at birth,
(ii) adult literacy rate,
(iii) combined primary, secondary and tertiary gross enrolment ratio and
(iv) estimated earned income.
