Question : VACANT POSTS IN DEPARTMENT OF S & T

MINISTER FOR SCIENCE AND TECHNOLOGY AND MINISTER FOR EARTH SCIENCES (DR. HARSH VARDHAN)

(a) Vacancies Group-wise:

 
 Group A	:20 (16 post of Scientists, 01 post	each of Chief Executive Officer,	National Spatial Data Infrastructure	Division, Hardware Engineer, Senior	Principal Private Secretary and	Staff Officer) 
 Group B (Gazetted)	:13 (03 JA, 01 Junior Documentation	Officer, 02 System Analyst, 01 Russian	Interpreter, 05 Section Officers, 01	Assistant Direrector (OL)) 
 Group B (Non-Gazetted)	: 44 (26 post of Personal Assistants,	14 post of Assistants, 03 ex-cadre	posts and 01 post of Junior Hindi	Translator) Group C	: 39 ( 02 posts of Stenographer ‘D’,	25 posts of Upper Division Clerks (UDC),	01 post of Lower Division Clerks (LDC)	and 11 ex-cadre posts) Group C (erstwhile Group D)	: 28 Total	: 144 
 

(b) (i) For 2 posts of Scientists, incumbents have been selected and pre-appointment formalities like verification of character and antecedents and medical examination are being carried out and the incumbents may join shortly. For filling up 08 posts of Scientists and 01 post each of Chief Executive Officer, National Spatial Data Infrastructure (NSDI), Interpreter (Russian) and Staff Officer by direct recruitment, the Department is taking necessary action by advertising the post. Recruitment process is underway for filling up 04 posts of Scientists, 01 post of Hardware Engineer and 02 post of System Analyst. A proposal for filling up 01 post of Scientist by promotion has been sent to UPSC.

(ii) DoP&T is the Nodal Department for filling up the posts of Section Officer, Senior PPS, LDC, UDC, Assistant, PA and Steno Gr. ‘D’. The Nodal Department for filling up the posts of Asstt. Director (OL) is Department of Official Language. The concerned Department(s) has been requested to fill up the vacant posts.

(iii) Response is awaited against the advertisements for filling up the vacancies of ex-cadre posts.
(iv) Staff Selection Commission has nominated 19 candidates to join this Department as MTS. Out of these, only 04 candidates have joined this Department, so far.
(c) Yes Madam.

(d) Volume of work being handled in this Department including Scientific Division has increased. Lack of support staff results in shifting the burden of work to the next higher level. Consequently, officers/scientists get bogged down with mundane work and are constrained to divert their focus by doing work not assigned to them.

(e) (i) Recruitment process for posts of Scientists is initiated in advance against the anticipated vacancies for the next year.
(ii) Vacancies of 09 ex-cadre posts have already been circulated for filling up.

(iii) As regards other Gazetted and Non-Gazetted posts like Section Officer, Assistant Dir. (OL), LDC, UDC, Assistant, Steno Grade `C` & Steno Grade `D` and other posts for which DOP&T / D/o Official Language is the Nodal Department, vacancies have already been reported for filling up the same on Direct Recruitment and promotion basis.
