Question : PRODUCTION OF COTTON



(a) whether there is shortfall in estimated production of cotton in India as per the estimated world production;

(b) if so, the details thereof and reasons therefor along with steps taken by the Government to meet the shortage;

(c) the steps taken by the Government to reduce the cost of cotton/yarn products as compared to various developing countries;

(d) whether the Government proposes to review the policy for cotton textiles sector;

(e) if so, the details thereof along with incentives being given to the domestic manufacturers/exporters; and

(f) the effect being made by the Government to make more cotton available to the textiles industry including the garment/handloom industry?

(a): No Madam, Cotton Advisory Board (CAB) on August 23, 2012 has estimated 2011-12 production at 353 lac bales which is the highest ever crop size.

(b): Does not arise. The cotton stocks in India are estimated at 28 lac bales.

(c): Currently Indian Cotton prices are above world prices. Textiles mills have started importing cheaper cotton from abroad which is expected to moderate domestic prices.

(d) to (f): Government policy seeks to ensure adequate raw material security for textile industry and exportable surplus is determined only after domestic consumption needs are met.
