Question : Inter-State Tribal Migration

(a) whether the Government has taken note that tribal citizens face a lot of difficulties while safeguarding their interests in States other than that of their origin and if so, the details thereof;

(b) whether the Government has received any complaints in this regard during the last three years and the current year;

(c) if so, the details thereof and the action taken thereon, State/UT-wise;

(d) if not, whether the Government has formulated/proposes to formulate any action plan for the upliftment and development of migrant tribals; and

(e) if so, the details thereof?

(a) Government has taken note that tribal citizens face a lot of difficulties while safeguarding their interests in States other than that of their origin and it has also been observed that the tribal migration for livelihood is very high from the less developed to the developed areas within and between States in the country. These poor tribal workers face multiple problems at destination during migration period, such as shelter, food security, wages exploitation and regular employment. Such multiple exclusions from various social protection programmes and policies make them more vulnerable and this affects their overall socio-economic status.

(b) & (c) No such data is maintained in the Ministry of Tribal Affairs.

(d) & (e) An action plan for upliftment and development of migrant tribal people may be formulated based on the need assesment and keeping in view availability of such progrmmes with line Ministries / State Governments. To cater to the needs of migrant tribal population in the National Capital Region of Delhi, the Department for the Welfare of SC/ST/OBC/Minorities, Govt. of NCT of Delhi, on the initiation of Ministry of Tribal Affairs, has established a dedicated agency namely “Society for Protection of Tribals (SPOT)” during 2014. The SPOT provides solutions to the problems of caste certificates, rations cards, school admissions, identity cards, police help, as well as all basic services including counseling /guidance being faced by migrant Scheduled Tribes people in the NCT Region of Delhi.
