(a) & (b) Yes, Sir. The Central Water Commission has prepared a
draft bill on Dam Safety Act and after approval of the Ministry of
Water Resources it was circulated to all the Member States of
National Committee on Dam Safety (NCDS). The NCDS has
representation from the States of Andhra Pradesh, Bihar, Gujarat,
Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Rajasthan,
Tamil Nadu, Uttar Pradesh, West Bengal, Chhattisgarh, Jharkhand,
Punjab and Uttranchal and three dam managing and operating
organizations namely, Natinal Hydroelectric Power Corporation,
Damodar Valley Corporation and Bhakra Beas Management Board.
(c) The increase in irrigation capacity in the country shall
depend on the outlay being provided in the tenth five year plan
for major and medium irrigation sector.
