Question : Hostels in Universities

(a) whether the number of hostels in
(b) universities is sufficient in proportionate to the number of students;
(b) if so, the details thereof, State- wise including Bihar;
(c) whether shortage of hostels is causing hindrance in studies for students and if so,
the details thereof; and
(d) whether the Government is formulating any action plan to meet the shortage of
hostels in universities in coordination with the universities and if so, the details thereof?

(a) to (c): The University Grants Commission (UGC) has intimated that it has approved
3,920 hostels to Universities and Colleges in various States/Union Territories (UTs) in
the country. Given the large number of students enrolled in Universities and Colleges,
the number of hostels does not seem to be adequate. State/UT-wise list of hostels
approved by UGC in Universities and Colleges including Bihar is at Annexure.
(d): The Universities and Colleges are free to prioritise execution of activities under
General Development Assistance (GDA) scheme of the UGC, including construction of
hostels. The UGC also assists eligible colleges for construction of hostels under its
construction of women’s hostels scheme on the basis of the proposals received from
Higher Educational Institutions (HEIs).
Further, infrastructure grants released under the Centrally Sponsored Scheme of
Rashtriya Uchchatar Shiksha Abhiyan (RUSA), can inter-alia be utilized for
creation/upgradation of hostels etc. in State Universities and Colleges to address their
self-assessed critical infrastructure needs.
