Question : IRRIGATION FACILITIES



(a) the irrigation capacity created during each of the last three years, year and Statewise;

(b) details of irrigation projects sanctioned for the unirrigated areas in the last three years and the current year;

(c) the assistance provided under AIBP for early completion of projects;

(d) the details of delayed projects along with the reasons therefor; and

(e) the measures taken by the Government to provide adequate irrigation facilities to farmers across the country?

(a) As per the information obtained from NITI AAYOG, the irrigation Potential created (Likely/Target) during 2011-12, 2012-13 and 2013-14 through Major & Medium Irrigation and Minor Irrigation Projects in the states of the country is given at Annexure I(a) to I(b) respectively.

(b) 57 nos. major/medium/ERM(New & Revised) irri- gation projects proposals have been accepted by advisory committee of MOWR during last three years and current year. List of such proposals is enc- losed at Annexure-II.

(c) The details of central assistance provided under AIBP for early completion of major and medium irrigation projects since inception of programme(1996-97) up to January,2015 is given at Annexure-III.

(d)& (e) Irrigation development being a state subject planning, execution and operation & maintenance of irrigation projects are carried out by the State Governments from their own resources and as per their own requirements and priority of works. Completion of some irrigation projects is delayed due to various reasons including land acquisition, Resettlement and Rehabilitation of the affected population, Clearance from the Ministry of Environment & Forest, litigation on the projects in the courts, geological surprises in the foundations, paucity of funds etc. By considering normal gestation period of completion for major irrigation projects as 10-15 years and that of medium irrigation pro- jects as 5-8 years, major projects started prior to the year 1997 and medium projects started prior to the year 2004 could be considered as those having stipulated costs escalated and overrun the time of completion. Out of major/medium pro- jects reported ongoing for XII Plan formulation, 163 major/medium projects may be considered dela- yed. The details are given in Annexure IV.

For the timely completion of the Major/Medium irrigation (MMI) projects the Union Government has launched Accelerated Irrigation Benefits Programme (AIBP) and Surface MI Scheme for creation of additional irrigation potential in special category states and special areas of general category states.
