(a) “Public Health and Hospital” is a State subject, the primary responsibility of ensuring availability of healthcare facilities lies with respective State/UT Governments including Tripura.
Under the National Health Mission (NHM), Government of India provides financial and technical support to States/UTs to strengthen their health care systems for provision of equitable, affordable healthcare to all its citizens based on requirements posed by the States in their Programme Implementation Plans (PIPs).
NHM support is provided for provision of a range of free services related to maternal health, child health, adolescent health, family planning, universal immunization programme and for major diseases such as Tuberculosis, vector borne diseases like Malaria, dengue and Kala Azar, Leprosy, etc.
Other major initiatives supported under NHM include Janani Shishu Suraksha Karyakram (JSSK), Rashtriya Bal SwasthyaKaryakram (RBSK), implementation of Free Drugs and Free Diagnostics Service Initiatives, Mobile Medical Units (MMUs), Ambulance Services & Tele-consultation services, PM National Dialysis Programme and implementation of National Quality Assurance Framework in all public health facilities.
As part of Ayushman Bharat – Health and Wellness Centres (AB-HWCs) launched in 2018, 3876 HWCs (out of which 324 HWCs are in Tripura) have been made functional across North Eastern Region (as on13.12.2021) for provision of comprehensive primary care that includes preventive healthcare and health promotion at the community level.
(b) Public health facilities of all North Eastern States including Tripura are assessed pertaining to NQAS (National Quality Assurance Standards) Certification and LaQshya Certification under the ambit of National Quality Assurance Programme. The details of assessment are enlisted below :
• Out of 27 applications received for assessment in North Eastern Region, 25 Healthcare facilities are Nationally NQAS certified. It includes 8 Healthcare facilities Nationally NQAS certified in Tripura against 8 applications for assessment.
• Out of 24 applications received for assessment in North Eastern Region, 17 Labour Room facilities are LaQshya certified. It includes 3 Labour Room facilities in Tripura against 3 applications for assessment.
• Out of 18 applications received for assessment in North Eastern Region, 13 Maternity Operation Theatres (OTs) are LaQshya certified. It includes 1 Maternity OT in Tripura against 3 applications for assessment.

(d) The other steps taken by the Government to improve access to affordable and quality health care services in the country including NERin addition to support provided under NHM includes:
• Ayushman Bharat, Pradhan Mantri Jan ArogyaYojana (AB-PMJAY) provides health coverage up to Rs 5 Lakh per family per year to around 10.74 crore poor and vulnerable families across the country as per Socio Economic Caste Census (SLCC).
• Under PM Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), an amount of Rs. 2463.01 Crores till FY 2025-26 has been provisioned for NE Region to increase investment in public health and other health reforms and to safeguard against future resurgences of COVID-19, if any, and future public health emergencies.
• The Ministry of Health and Family Welfare is implementing a Centrally Sponsored Scheme (CSS) namely ‘Establishment of new Medical Colleges attached with existing district/referral hospital’.
i. Under ‘Establishment of new medical colleges attached with existing district/referral hospitals’, a total of 157 medical colleges have been approved in the country in three phases including 13 Medical Colleges in North East Region.
ii. Under the CSS for Strengthening and Up-gradation of Govt. Medical Colleges for Increase of PG seats, 4 medical colleges were approved for increasing a total of 258 seats in North Eastern Region including Agartala Medical College, Agartala, Tripura.
iii. Under the Scheme for Upgradation of existing State Government/Central Government medical colleges to increase MBBS seats in the country, one Medical College has been approved in North East Region.
• The Ministry of Health and Family Welfare is implementing Pradhan MantriSwasthya Suraksha Yojana (PMSSY) with the objectives of correcting regional imbalances in the availability of affordable/reliable tertiary healthcare services and also to augment facilities for quality medical education in the country. PMSSY has two components i.e (i)Setting up of new AIIMS like institutions and (ii) Upgradation of Government Medical Colleges/Institutions.
• For upgradation/strengthening Trauma Care Facilities in identified Government Hospitals/Medical Colleges, a total of 41 Trauma Care Facilities and 3 Burn Unitshave been approved in North Eastern States including 5 TCFs in the State of Tripura.
