Question : Kisan Credit Cards in Bihar

(a) whether the number of Kisan credit cards in Bihar is far less as compared to the national average;

(b) if so, whether the Government proposes to give preference to the farmers of Bihar under the recently announced scheme to issue credit cards to the maximum number of farmers;

(c) whether these credit cards are not being issued to those farmers who do not have the reach to institutional funding; and

(d) if so, whether the Government proposes to issue direction to the banks to priorities issuing ‘Kisan credit cards’ to the small/medium/marginal farmers who are deprived of this benefit till now?

(a) : As per the data provided by NABARD, as on 31.03.2018, the State of Bihar had 17%, as against national average of 47%, operative KCCs against operational holdings.

(b): Some States have been identified where KCC saturation is less. This also includes the State of Bihar. During the KCC saturation drive, there would be more focus on the States where KCC saturation is less.

(c) & (d): t is, Government’s intent to cover every eligible farmer in the country with KCC. Department of Agriculture, Cooperation and Farmers Welfare has already issued advisory on 4th February and 12th June, 2019 to all the States/UT Administration to launch KCC Drive for saturation. DFS has also issued necessary instructions to NABARD and all Commercial Banks on 25th June, 2019 for KCC saturation.
